An IEP provides specialized instruction and services, including speech therapy, under federal special education law. It requires a qualifying disability that affects educational performance, and it comes with measurable goals, service minutes, and progress reporting.

A 504 plan is a civil rights protection instead. It provides accommodations that give a student equal access, such as extra time, preferential seating, or reduced written output, but no specialized instruction and usually no goals. Plenty of students who do not qualify for an IEP are well served by a 504. Knowing which one fits your child changes the whole conversation, and it is where most families want help first.

Start by understanding why. A denial usually means the team found the concern did not affect educational performance enough to meet the eligibility standard, which is a specific legal bar and not the same as saying your child is fine.

We review the school's report with you and explain what the scores actually show. Sometimes the decision is defensible and private therapy is the better route. Sometimes an area was not tested, or the data does not support the conclusion, and you have grounds to request more. Either way you get an honest read from someone who has written these reports. Ask for the draft documents a few days ahead, in writing, and read them before you walk in. Parents who see the goals in advance participate very differently from parents who see them for the first time across a table.

Then bring your own data. Write down what homework looks like at your house, what your child says about school, and what has changed since last year. Come with three priorities rather than fifteen.
